RALEIGH—The North Carolina Housing Finance Agency has approved more than $43 million in funding for the development of rental homes in 12 communities for North Carolinians with special housing needs, with additional awards expected in 2024.
The Agency awarded this funding through its Supportive Housing American Rescue Plan (SHARP) program to provide shelter, permanent housing and services to individuals experiencing homelessness and other housing insecurity. The Agency created SHARP to administer HOME-ARP funds that were appropriated through the American Rescue Plan of 2021.
“The North Carolina Housing Finance Agency is committed to supporting our state’s most vulnerable citizens,” said Scott Farmer, the Agency’s executive director. “We are proud to create programs and provide funding that will establish safe and affordable housing in communities statewide that can connect people with limited options to the services they need to lead happy, successful lives.”
Twelve developments have been awarding funding:
- 3939 Carolina Beach Road in Wilmington, sponsored by Lakeside Partners of Wilmington, Inc., will provide 32 new rental homes with services, shopping and employment centers located within two miles.
- Caton Cove in Lumberton, sponsored by Robeson County Housing Authority, will construct 15 new rental homes for at-risk North Carolinians. The property is adjacent to multiple public service agencies.
- Connections at Riverwalk in Newland, sponsored by Northwestern Housing Enterprises, includes the new construction of 10 rental units across three buildings. The property is located within two miles of community amenities.
- First Horizon Neighborhood Permanent Supportive Housing in Salisbury, sponsored by Rowan Helping Ministries, will construct 10 new rental homes assisting North Carolinians experiencing homelessness.
- Hope Village in Burlington, sponsored by the Burlington Housing Authority, will create 14 new rental homes, including seven duplexes in a residential neighborhood.
- I. Ellis Johnson Multi-Family Housing Project in Laurinburg, sponsored by the Southeastern Community Development Partnership, will create 10 new apartments for special needs renters. The apartment building will also include approximately 3,000 square feet of community space.
- Oakwood Park in Greensboro, sponsored by Affordable Housing Management, Inc., will construct 16 apartment homes in a two-story apartment building with shopping and a bus stop located within one mile.
- Phoenix Park in Jacksonville, sponsored by East Carolina Community Development, Inc., will develop 12 new apartment homes with supportive services, employment centers and medical facilities just a few miles away.
- Phoenix Place in Fayetteville, sponsored by Cumberland County, will provide 10 new rental single-family three-bedroom homes with the Cumberland County Community Development Supportive Services located onsite.
- Roxboro Village in Roxboro, sponsored by the Roxboro Community Redevelopment Corporation, will provide 12 new rental homes for qualifying populations, including six single-story duplex buildings.
- Smith Commons in Dobbins Heights and Hamlet, sponsored by the Rockingham Housing Authority, will construct 10 new rental homes including three duplex buildings and one single-family three-bedroom house.
- Washington Avenue Supportive Housing in Sanford, sponsored by Brick Capital Community Development Corporation, will develop 16 new apartment-style homes for North Carolinians with special housing needs.
