Supportive Housing American Rescue Plan

Applications are not currently being accepted for the Supportive Housing American Rescue Plan Program.

The Supportive Housing American Rescue Plan (SHARP) Program utilizes HOME-American Rescue Plan (HOME-ARP) funds to assist people experiencing homelessness, those at risk of becoming homeless and other vulnerable populations. To find out more about the HOME-ARP click here.  

SHARP financing is available to developments serving qualifying populations:

  1. “Homeless” as defined by 24 CFR 91.5 Homeless (1), (2), or (3)
  2. At Risk of Homelessness as defined by 24 CFR 91.5
  3. Fleeing or attempting to flee, Domestic Violence, Dating Violence, Sexual Assault, Stalking or Human Trafficking
  4. Other Households with High Risk of Housing Instability and At-Risk of Homelessness

Eligible Activities:

Rental Housing:

SHARP funds may be used for acquisition, rehabilitation or new construction of rental housing. SHARP rental projects may be eligible to apply for a capitalized operating cost assistance reserve. 

SHARP rental projects located within geographic areas listed as No Match Required in Appendix B of the SHARP Program Guidelines may receive an interest-free, forgivable development loan up to $4,000,000.

SHARP rental projects located in geographic areas listed as Match Required in Appendix B of the SHARP Guidelines may receive an interest-free, forgivable development loan up to $4,000,000 or 60% of the total development costs, whichever is less.

SHARP rental projects receiving loans for SHARP development costs may be eligible to receive up to $2,000,000 for a capitalized operating cost assistance reserve.

Non-Congregate Shelters:

SHARP funds may be used for acquisition, rehabilitation or new construction non-congregate shelters. SHARP non-congregate shelter projects located in geographies listed as NCS Project Ineligible in Appendix D of the SHARP Program Guidelines are not eligible to apply.

Non-Congregate Shelter projects may receive an interest-free, forgivable loan up to a maximum of $3,000,000.

SHARP Eligibility Requirements 

Nonprofit organizations must have had their 501(c)3 designation for at least three years to apply and must be able to provide the most recent certified audit that is less than 12 months old. Organizations must have a minimum of three years’ experience providing supportive housing or providing supportive housing services for the population in the intended project. Organizations which have not completed a successful real estate development project within the last seven years must work with a qualified housing development consultant or partner with a more experienced nonprofit organization.

How Do I Apply for Funding?

Prior to applying, the potential applicant should review the SHARP Program Guidelines.  Then the potential applicant must submit the SHARP Program Description and Site Visit Request form to request a pre-application meeting and site visit.

When Is Funding Available?

While subject to change, we currently anticipate offering only one round of SHARP funding.
